Job Title garden 13sq mtrs, level and re do lawn

Detailed description of the works not really sure what involved, I have grass but want to raise on one side by approx. 6" so its level with opposite side. Don't know if has to be stripped back completely of grass, or can topsoil be spread on top of grass and levelled and re seeded.. Need advice please :)
